Anonymous access in Atlassian Confluence Cloud allows users who are not logged in to view content in spaces that are appropriately configured.

Make the knowledge base space public (allow anonymous access)

Guests can’t use Confluence at all without space access

Note: Any guest that has product access to Confluence can access any spaces on that site that allow anonymous users

When you make your content available to anonymous users, this means anyone on the internet. The anonymous access feature can’t accommodate sharing with some anonymous people and not others. It’s all or nothing.

The limitation of this method is that anyone with JSM portal access will also have access to Confluence. So, if you have external customers outside your organization, then they will be able to view the specified Confluence spaces and pages as well.
