User or users from issue field.
Issue field has to be accessible on create screen
This can be a standard field or a custom field.
In the case of a custom field, you can use a user or multi-user select field.
Users are revealed at the time of Approval Path start
When you start Approval Path we fetch issue fields and use selected users
Once user or users are determined this step behaves the same as User step
