You can add multiple external approvers to a Jira approval path by creating a list of their email addresses in a table within the issue description field. By doing so, each individual listed will be treated as an approver in the approval process. Documentation - Blog post

Dynamic approver's step for external users view FIXED

The issue with empty dynamic steps not being visible to external approvers has been fixed. Dynamic steps will now be visible on the approver's dashboard, even if "Step start" is selected. Approval paths will also be automatically finalized if the last dynamic field is left empty.
